On August 12^th, 2009, there was a terrorist bombing in the city of Gagry in Abkhazia. Especially affected was the Samchenko family, citizens of the Russian Federation. The blast in Gagry rang out on the third day of the family's vacation, leaving Konstantin Samchenko and his son wounded by shrapnel, and his wife Antonina in grave condition with multiple fractures, burns, and shrapnel wounds.

They found themselves in dire straits far from home in the Republic of Abkhazia, without assistance from the Russian government. The Russian consul in Abkhazia came to the Gagry hospital but once, and only offered to contact families of the victims.

The Ministry of Justice has prepared a bill concerning the compensation of peaceful citizens who suffer as a result of anti-terrorism operations conducted by the special services.

If forces have destroyed someone's home during the pursuit of rebel fighters, then the owner only needs to prepare a statement of charges in order to receive compensation. That is, of course, if the owner was not involved. An analogous system will be in effect with respect to victims of acts of terror.

One of the most sensational cases in recent times, the murder of opposition journalist Anna Politkovskaya, is to be reexamined.

The Supreme Court of the Russian Federation had overturned sentences related to the case for two Chechen natives, Jabrail and Ibrahim Makhmudov, as well as for FSB officer Pavel Ryaguzov and former Moscow city major crimes operative Sergey Khajikurbanov.

On Thursday the Supreme Court overturned the verdict in the case of the homicide of Politkovskaya, satisfying an appeal by the procurator general, and directed that the case be reexamined.

Attorney Anna Stavitskaya reported to RIA ‘Novosti' that the children of murdered journalist Anna Politkovskaya do not agree with the Russian Supreme Court's overturning of the verdict in the case.

«The victim's side was completely in agreement with the verdict. We did not appeal, and we believe that there is no basis for this ruling,» said Stavitskaya.

The 'Mothers of Beslan' public organization declared that federal programs for assisting victims of the Beslan terrorist attack are closed. The head of the committee, Susanna Dudiyeva, hopes to meet with President Dmitry Medvedev. She believes that the 'Mothers' may be able to get more support from Moscow and a fair investigation into the tragic events of five years ago.

Justice Ministry streamlines compensation of terrorist victims

Medvedev's group working under the Ministry of Justice has prepared a draft law on compensation for victims of hostilities. This was reported on May 28th in the newspaper 'Gazeta' (GZT.RU).

Under the bill, Russian citizens who suffer during officially declared anti-terrorist operations throughout Russia would be entitled to compensation under a single law. Under this document, Chechens and Russians who are affected by a terrorist attack, such as what occurred at Dubrovka, may count on payments for the death of a relative or loss of health.
