 The 'Mothers of Beslan' public organization declared that federal programs for assisting victims of the Beslan terrorist attack are closed. The head of the committee, Susanna Dudiyeva, hopes to meet with President Dmitry Medvedev. She believes that the 'Mothers' may be able to get more support from Moscow and a fair investigation into the tragic events of five years ago.During the commemoration this September, the 'Mothers of Beslan' are to publish a summary of five years of work since the hostage crisis at Beslan School No. 1. The main problem, according to Susanna Dudiyeva, is that the government has not learned the lessons of the tragedy. In her opinion, the investigation was conducted poorly and there still is no published list of the offenders — those who ordered the terror attack in North Ossetia. The 'Mothers of Beslan' committee collected a lot of documents while investigating the terror attack. «A complaint was filed with the European Court of Human Rights, due to a violation of the right to life,» said Dudiyeva. The organization, however, still has a lot of other routine work: the 'Mothers' are seeking quality care for victims of the terrorist attack, and the government of the Republic North Ossetia, according to Dudiyeva, is responding to requests from the organization to send children to the best clinics and sanatoriums. Yet, at the same time, the federal assistance programs for victims of the terrorist attack have been shut down. «For the federal government, the terror attack is over,» said the human rights activist. «But this is far from the truth.» The survivors need rehabilitation. Susanna Dudiyeva also believes, «everyone shares in the blame for the attack, beginning with Vladimir Putin, the leaders of the FSB and Interior Ministry, and ending with the Republic's government.» According to the head of the 'Mothers of Beslan' committee, in the criminal case there is evidence that a possible terrorist attack similar to Budennovsk, with mass hostage taking, was known in advance. In late August of 2004 an anti-terrorism commission was held, but no concrete measures to enhance security were ever adopted. In North Ossetia an especially negative attitude has developed against the former president of the republic, Alexander Dzasokhov. Dudiyeva said that, after allowing such a terrorist attack to take place, the man should not just temporarily retire, but end his political career. Nevertheless, Alexander Dzasokhov is now a senator to the Federation Council from the Republic of North Ossetia — Alania. The 'Mothers of Beslan' are convinced that their candid and bold statements need to be heard by the authorities. The organization hopes that in September this year, when many Russian politicians and journalists come to Beslan, the 'Mothers of Beslan' will be able to question the country's leadership and get some answers. Вина лежит на всех. В том числе и на тех, кто собирая своих детей в школу, предпочитал не замечать убийства тысяч детей в соседней республике.
