1In any Russian terror act the terrorists and the government are always to blame. Only the public is ever blameless. In this case the terrorists sacrificed themselves, so now the government works around the clock to deal with the aftermath while the public sits on the Internet and discusses it all.

The above paragraph, of course, was written to attract an angry reader's attention. So now that you have made it this far, I will try to explain.

Around noon on Monday the entire center of Moscow was packed with special vehicles. The wounded had already been transported to hospitals, the dead put into plastic bags, and a pretty little helicopter had already departed from Lubyanka Square. Meanwhile, an interesting topic was raised on LiveJournal.

1Holy Week has begun. I received a letter from colleagues in Chechnya. They write: «People died. We have always condemned terrorism, it cannot be justified. We express our condolences to the bereaved families of the slain, and all the victims. It is unfortunate that we cannot send these words to them directly.» I can only join this letter.
The fact that there is terrorist underground in the country, one which took shape after the second Chechen war, has already been known for some time, two, four, or even eight years ago. There were already blasts in Moscow, and it would have been strange if the war was only ever limited to the Caucasus.

120 years ago, the Cabinet of Ministers of Great Britain published the Crime Victims Charter, and February 22nd was designated International Support of Crime Victims Day. Today the world has about 200 programs to help the victims of criminal acts. In Russia, according to many lawyers and citizens, the rights of victims of high-profile crimes in recent years not are only NOT protected, but often violated by agents of the state.
Most European countries, as well as the United States and Canada, have long recognized that the primary function of the criminal justice system should be to address the queries, and safeguard the interests, of the victim. Russian legislation, and in particular the Code of Criminal Procedure that defines the purpose of criminal proceedings, places primary emphasis on protecting the rights and lawful interests of individuals and organizations affected by crime. Victims of criminal acts in Russia, however, often complain about the lack of support from the government, and believe that their rights are limited as well.

1VI International Congress on Victims of Terrorist Attacks held in Salamanca, Spain

From February 11th to the 13th, 2010, the ancient Spanish city of Salamanca hosted the 6th International Congress on Victims of Terror Attacks

Over 400 attended the Congress. I. Khalai, chairman of the ‘Volga-Don’ regional public organization promoting the protection of the rights of victims of terrorist attacks, was invited from Russia. Invited at her recommendation was E. Kesayeva, the head of the ‘Voice of Beslan’ non-governmental organization.

Arriving from Madrid to welcome the twelve participants, victims of terrorist attacks who represented various countries (Russia, USA, UK, France, Italy, Argentina, Colombia, etc.), was Felipe, the Spanish Prince of Asturias, as well as his wife.

ELDERLY PEOPLE WHO SUFFERED FROM THE TERRORIST ATTACK DID NOT EVEN DESERVE A HOT CUP OF TEA
1In November of 2009, the regional public organization promoting the protection of the rights of victims of the Volga-Don terrorist attack launched a project. Its title: 'Rehabilitating elderly victims of the terrorist attack by bringing them to a joint event in order to share their experiences and enrich their level of culture and spirituality'. It is within the framework of the international program 'The Meeting Place is Dialogue'.
Earlier, in October of 2009, our organization asked Volgodonsk mayor V. A. Firsov for help with free premises for the project. This socially significant project was for elderly people who suffered from the terrorist attack, so that on Saturdays they could attend lectures on psychology and legal literacy, talks by physical therapists, as well as receive computer training. The project also expected to have drawing and essay competitions for children.

A catastrophe according to standards

Assistance arrived on the scene some two hours after the accident, and ambulances did not arrive for three hours. Passengers and train workers were left to themselves. 'Fontanka' finds out what the leaders of the railways have concluded.
What says it all is the fact that there could have been a lot fewer victims if people had been helped in a timely fashion, if there had been enough medical supplies, and if the cars had been designed differently. People were not affected by the explosion itself, but as a result of the train derailing. It is clear that providing all hospitals in the Tver and Novgorod regions with medicines, or repairing roads so that ambulances can quickly get to the scene, are insolvable problems, at least in the short term. Yet it seems that no one is going to reduce other risk factors.
