The Russian Federal Security Service has released a draft of a decree by President Dmitry Medvedev on the order of establishing terrorist threat levels. According to the published document, a “blue” (increased) level of terrorist threat is placed on an area or object where there is unconfirmed information about a real threat of a terrorist attack. Following the announcement of a “blue” level, special work must be done to verify information about a possible terrorist attack, and instructions are given to the law enforcement agencies. The subject of the possible terrorist attack receives increased patrols in public places, and there is an increase in checks of potential targets of terrorist attacks. In anticipation of the anniversary of the hostage crisis in Moscow theatrical center, we are presenting you a broadcast from ‘Ukraina’ television: ‘Nord-Ost’, 8 years on. Through the eyes of the Ukrainian hostages Odessa resident Elena Burban was walking around Moscow, and on the spur of the moment bought 2 tickets to the sensational musical ‘Nord-Ost’. The evening of October 23rd was a special one. It was a small anniversary: three months since their wedding. It was nothing but fate, and the girl and her husband ended up taken hostage by Chechen terrorists. Three days under siege, three days of uncertainty, three days that lasted for an eternity.
