The Russian Federal Security Service has released a draft of a decree by President Dmitry Medvedev on the order of establishing terrorist threat levels.

According to the published document, a “blue” (increased) level of terrorist threat is placed on an area or object where there is unconfirmed information about a real threat of a terrorist attack. Following the announcement of a “blue” level, special work must be done to verify information about a possible terrorist attack, and instructions are given to the law enforcement agencies. The subject of the possible terrorist attack receives increased patrols in public places, and there is an increase in checks of potential targets of terrorist attacks.
