1VI International Congress on Victims of Terrorist Attacks held in Salamanca, Spain

From February 11th to the 13th, 2010, the ancient Spanish city of Salamanca hosted the 6th International Congress on Victims of Terror Attacks

Over 400 attended the Congress. I. Khalai, chairman of the ‘Volga-Don’ regional public organization promoting the protection of the rights of victims of terrorist attacks, was invited from Russia. Invited at her recommendation was E. Kesayeva, the head of the ‘Voice of Beslan’ non-governmental organization.

Arriving from Madrid to welcome the twelve participants, victims of terrorist attacks who represented various countries (Russia, USA, UK, France, Italy, Argentina, Colombia, etc.), was Felipe, the Spanish Prince of Asturias, as well as his wife.

Prince Felipe expressed his sympathy and solidarity to each of the twelve representatives, and then the royal guest made a speech in front of all the participants of the Congress.

The next day, everyone who had been introduced to the Spanish prince and his wife the evening before was given the opportunity to tell about his or her organization and their terrorist attacks. Every speech encompassed the same theme — the pain and suffering they endured in the attack. In contrast to Russia, however, the governments of Spain, France, Italy, Britain, and the United States have undertaken to deal with the problems of terror victims.

There are laws in those countries that protect the rights of terror victims. They have special status as victims of terrorist attacks, which Russia has unsuccessfully sought for many years. It is very important that there are state-supported organizations, in the European countries and the United States, to protect the rights of terror victims. Meanwhile, in Russia, public organizations defending the rights of terror victims work on the enthusiasm alone.

An important part of the Congress was the dedication of a monument on Salamanca's main square, a memorial to all victims of terror attacks. The president of Columbia, as well as victims of terror attacks in the Congo, laid a wreath at the monument. The manifesto of the VI International Congress, expressing support and solidarity with victims of terrorist attacks, was read at the end of the ceremony.

That evening, all members of Congress were invited to a concert by a symphony orchestra, during which wonderful music from Bizet’s ballet 'Carmen' was performed.

One of the memorable moments of the Congress was a morning service at an ancient Catholic cathedral, which struck everyone by its beauty and grandeur.

The Congress was held mainly in Spanish, and all participants were given interpreters, but translations were only available in French and English. There was no Russian translation, since that is not an international language.

The main outcome of the Congress for our organizations was that we were able to tell the entire world about large-scale terrorist attacks and the problems associated with them. We befriended all members of the Congress, and we will continue to cooperate to make common cause in assisting victims of terrorist attacks.
