Eight years have passed since the tragedy in a small southern town built at the confluence of two great rivers, the Volga and the Don. On September 16th not a single central or regional television or radio station uttered a word about the incident that happened eight years ago, the tragedy in Volgodonsk. On that day an explosion of two tons of TNT and RDX suddenly divided so many lives of into BEFORE the attack, and AFTER.

BEFORE was a quiet life, with hopes and plans for the future, and the smiles of the children. AFTER is tears, the pain of loss, the indifferent eyes of hospital officials, and the loss of health and work. Today, eight years after, the bureaucrats tell us: “What is it that you are all remembering? It’s time to forget about it!”

Forget what? Forget the pain of the mothers, the pain of the orphaned children, the question in their eyes that says: “Why us?”

SUCH A THING IS IMPOSSIBLE TO FORGET!
Горожане Волгодонска возлагают венкиNo one forgets the Great Patriotic War (ed: WW II). Here in Volgodonsk, on September 16th, 1999, at 5:55 am, war exploded during a time of peace. We received injuries, contusions, barotraumas, and psychological traumas. In our country, unfortunately, instead of solving the problem, the bureaucrats say that we need to forget.

September 13–14, 2007, the Austrian capital city of Vienna hosted an international conference of the OSCE (ed: Organization of Security and Cooperation in Europe), which considered issues relating to victims of terrorist attacks, establishing the status of ‘victim of a terrorist attack’, and possible assistance to them. Unlike Russia, which pretends that its terror victims have no problems, the whole world is concerned about this issue.

At this conference, we, the representatives of organizations of victims affected by terrorist attacks in Russia, heard the Russian delegation state that our country is carrying out legislative activity for us, that victims are being fully rehabilitated, that the Russian courts protect us, and that we have received material and moral compensation.

We finally heard what our policy-makers say to the world community!

For this we are very grateful to the Office for Democratic Institutions and Human Rights at the OSCE. Our great thanks goes out to OSCE adviser Andrew Powell, and his assistants, Beate Kaczmarek and Anna Sirant, who organized this trip to us. We were given an opportunity to speak and tell the international community about our problems.

To our great regret, the Russian delegation in Vienna treated us just like they do in Russia: as second-class citizens.

When the representative from the Russian Foreign Ministry gave his closing speech, he advised the chair next time “to be more careful in the selection of organizations to attend meetings at this level,” because we “are not able to debate or oppose the state.” In a sign of protest at this attitude, every representative from the Russian public organizations left the hall.

We are very hopeful that the resolution that will be adopted by the OSCE will take our interests into account.

We are very hopeful that it will be carried out by Russia, and that Russian victims will receive the international status of ‘victim of a terrorist attack’ with all social guarantees.

Приглашаю всех у кого есть Интернет отправить Президенту, или позвонить по телефону- один вопрос- Он знает что Россия -единственная страна в Старом Свете да пожалой и в Новом, где нет Закона о социальной защите прав пострадавших от теракта.
в первый эфир нас пострадавших от теракта Волгодонска звонили человек 100 но ни одного вопроса на эту тему пропущено в эфир не было, про собаку это конечно насущнее
