Omarov, mayor of Kaspiisk Dear leaders of municipalities! We are all united by one common tragedy — within our cities were committed terrorist attacks. Terrorism even now poses a direct threat to the national security of any state, and remains an acute problem for contemporary Russia. At present the legal frameworks to combat terrorism in Russia are the Constitution of the Russian Federation, the Russian Criminal Code, and the Federal Law dated 6 March 2006, Article 35-FZ: 'On Combating Terrorism', which regulates procedures for compensating damages caused as a result of a terrorist act as well as social rehabilitation of personnel who were on duty in the aftermath of a terrorist act.
