29 мая в суде рассматривалось сразу пять дел по поводу незаконных исчезновений в Чечне. ЕСПЧ единогласно осудил Россию по всем из них и обязал выплатить заявителям 429 тысяч евро в качестве компенсации материального и морального ущерба, сообщает «Кавказский узел» со ссылкой на «Правовую инициативу по России». Эти дела касаются исчезновений в Чечне восьми мужчин и двух женщин в период с 2002 по 2003 годы.

“Voice of Beslan” committee member Ella Kesayeva tells “Echo of Moscow” that they hold the authorities responsible.

According to Kesayeva, 89 persons signed the complaint, and maintain that they became “victims of human rights abuses in that the Russian authorities did not provide security for its citizens from the very first, nor did (the government) prevent armed rebels from entering the school and seizing it.”  As E. Kesayeva said, the complaint states that “after the hostages were seized, the authorities didn’t consider it necessary to protect the lives of the maximum number of persons by means of compromises and negotiations; in carrying out an assault, the authorities acted without regards to the possible negative effects on the lives of people”.

“The plaintiffs maintain that the authorities didn’t organize a proper investigation into the circumstances of the tragedy; not all guilty parties were made to answer or received the proper punishment,” remarked E. Kesayeva.  According to her, at this time the complaint does not name a sum for compensation that the victims intend to demand for material damages.

Ella Kesayeva added that the petitioners have not yet determined what sum they will seek from the authorities.
