Human rights activist Irina Halay talks about the government and victims of terrorist attacks

On February 1st, 9 days after the terrorist attack at Domodedovo airport, Moscow will remember the victims of this tragedy. Over the part 10 years in Russia, according to information from public sources, more than 70 terrorist attacks have taken place. Most of these have been in the North Caucasus. Since 2001 there have been more than 1,300 killed in these crimes, and about 3,500 injured, but there is still no such thing as “a victim of terrorist attack” under Russian law. Irina Halay, chairman of the ‘Volga-Don’ public organization promoting the protection of the rights of victims of the Volgodonsk terrorist attack, discusses with Radio Liberty who or what is interfering with the adoption of such a law:


Irina Halay: Russia is the only country where there is no law on the social protection of victims of terrorist attacks. The Beslan children, the Volgodonsk children, and the children of ‘Nord-Ost’ are in need of rehabilitation. It should have been necessary to treat children and then observe them for a protracted period, as well as mothers who were pregnant and gave birth while still injured from these attacks. This never happened, and so children with various syndromes were born.

Moscow bids farewell to victims of the terrorist attack

On January 28th there will be a funeral for those killed in terrorist attack on Domodedovo airport. The Moscow city government has asked the ‘Ritual’ funeral services company to organize the burial of the victims of the bombing with a payment rate of 38,380 rubles each (about $1,500 – ed). In addition, the victims’ families will receive a one-time payment of 2 million rubles each (about $80,000).
The Moscow Social Security Department is making payments to all victims of the terrorist attack at Domodedovo airport, except for residents of the outlying suburbs. The Moscow regional government will pay these victims.

In spite of regularly occurring acts of terrorism around the world, a normal person cannot get used to these cruel acts of violence against entirely innocent persons, people whose only ‘guilt’ is that they are have a different nationality, religion, or political view. Each terrorist attack that results in human casualties is therefore perceived by the vast majority of people around the world as a personal tragedy, regardless of the country where the crime takes place, especially since the victims of such attacks are increasingly citizens of different countries. The bombing at Domodedovo airport on January 24th, and the resulting dozens of casualties, was no exception.

A terrorist attack on Moscow had been planned since the beginning of November, security service sources told ‘MK’. A blast was planned for the night of December 31st-January 1st, at the scene of the most popular New Year’s Eve celebrations, but the blast took place early, within a few hours of the festive midnight. According to one theory it was by shear luck: Spam – A Happy New Year greeting from the phone company — was sent to the suicide bomber’s cell phone. The blast killed the suicide bomber, and her accomplices fled the scene. Afterwards they planned (and implemented) an attack on Domodedovo. ‘MK’ visited the house where the security services supposed the terrorists had gone into hiding.

24.01.2011 17:15: At least 10 killed and 20 injured in an explosion at Domodedovo airport

Reported by the Interfax citing physicians. Other sources say there are only two deaths and dozens injured. The blast was at 4:32 pm in the baggage claim area of the international terminal. The cause of the incident is now being investigated.

Investigators and criminologists from the investigative committee of the prosecutor's office have gone to the scene.

‘MK’ investigation: Unidentified remains from the Guryanov Street apartment building blast are still at the morgue 11 years later

September 9th, 1999: the bombing of the apartment building on Guryanov Street.

We have gotten used to thinking about high-profile terrorist attacks only on even dates.

Today is not even date. It is not even the same month, and there is no new information.

So why have we decided to resurrect this forgotten topic? It is simple — a little while ago we got a phone call here at the ‘MK’ editorial offices:
“People still remember ‘Nord-Ost’ and Beslan, but they forgot about the very first terrorist attack, the one on Guryanov Street. It’s as if it never happened at all. But there are people who still can’t bury their loved ones who died in the tragedy. Even though it’s been 11 years! There are 90-plus remains still in a special freezer while the state has no money to do DNA testing…”

The woman on the line never introduced herself. She simply hung up.
She was used to no one playing attention to her words.

It was her cry of despair. A cry, it seemed to her, in the wilderness.

We tracked down the very same people who, after the blast on Guryanov, were unable to bury their loved ones. After 11 years of waiting, they finally agreed to tell us what they had kept silent about for so many years.
