The Russian Interior Ministry has received operational information that bandits are planning to poison the water supply for the capital. According to intelligence, terrorists are preparing a chemical attack on the water supply, and even have detailed instructions on how to do so. State to pay for 'Nord-Ost' using money stolen by investigators from dead hostages On Thursday the Zamoskvoretsky court in Moscow ruled to satisfy claims by victims of the 2002 terrorist attack on Dubrovka. For many years the 'Nor'easters' have been demanding the return of money taken by members of the investigative team from the Moscow prosecutor's office — money, which disappeared during the preliminary investigation. Judge Larisa Kashtanova decided to award from the state budget 9,845 rubles (ed: about $400) to the family of Maksim Mikhailov, the CEO of the Kaliningrad radio station 'Baltic Wave' who was slain during the hostage rescue operation, and 82,720 rubles (ed: about $3,300) to former hostage Yekaterina Dolgaya, a resident of the Chelyabinsk region. They were also compensated in full for attorney's fees and court costs. The Finance Ministry is to pay the victims a total of about 128 thousand rubles (ed: about $5000).

In the years following the powerful explosion, few wanted to know how the city was getting along. It turns out that it did not survive the terror attack. On September 16th, 1999, at 5:58 am, a GAZ-53 truck full of RDX exploded in a residential district of the city of Volgodonsk. The power of the explosion was equivalent to 2 tons of TNT. The explosion damaged 39 houses. 15,280 people, every tenth resident of the city, were affected, more than any other terrorist attack on Russian territory. 19 were killed. The death toll could have been much greater, but there was some good luck: buildings located in the center of the blast were built according to unique earthquake-resistant designs. On January 12th, 2004, in a closed trial in Moscow city court, Adam Dekkushev and Yusuf Krymshamkhalov, natives of the North Caucasus, were found guilty of the apartment bombings in Moscow and Volgodonsk, and sentenced to life imprisonment.
